Lashkargah (BNA) Security forces eliminated 16 Taliban militants including a commander, Mullah Durrani in Helmand province the other day, spokesman for provincial administration Daud Ahmadi said. 
Mullah Durrani was killed in Nawzad district, Ahmadi said, adding 15 more Taliban fighters had been killed during operations in Sangin district. 
In a related development, Afghan and NATO led troops discovered a quantity of arms and ammunitions from a house in Khawaja Omari district of Ghazni province the other day, a commander of national army in Ghazni province Daud Shah Wafadar said.

Ghor (BNA) A 21 member group of the armed Taliban under Mullah Nasrullah laid down arms and joined the peace process in Daulian district of Ghor province the other day, governor of Ghor province Abdullah Hiwad said, adding the former militants also handed over their weapons to authorities.

Kabul (BNA) President Hamid Karzai heading a senior delegation left for Germany yesterday, his office said. 
President Karzai in his tour to Germany, in May 16, would sign the strategic partnership document with German Chancellor Angela Markel. 
Likewise, president Karzai will meet German foreign and development cooperation ministers to discuss the widening of Germany cooperation to Afghanistan. 
President Karzai after ending his visit to Germany will leave to the US to attend the key NATO leader’s summit that is expected to be held in Chicago city. 
Along with Karzai, foreign minister, Dr. Zalmai Rasoul, national defense minister Gen. Abdurrahim Wardak, national security advisor Dr. Rangeen Dadfar Spanta, deputy head of presidential office Humaira Ludin Itemadi and president’s spokesman, Emal Faizi are part of the visiting delegation.

PESHAWAR (BNA): A close associate of Hakimullah Mehsud, chief of banned Tehrik-i-Taliban Pakistan (TTP) and six others have been arrested from Peshawar, DawnNews reported on Monday.
Mehsud’s close associate, “Hakeem,” has been arrested along with six other extremists from Peshawar’s Hayatabad phase VI and have been shifted to an undisclosed location, sources told.
Four detained commanders of the banned outfit, including Hakeem were on the wanted list and their real names have not been disclosed yet, DawnNews learnt.
Hakeem was sub-commander of TTP Peshawar region.
Hakeem, along with his associates, was involved in kidnapping of high profile personalities; Hakeem’s gang was involved in the abduction of Professor Ajmal, Afghan counsel general Khalid Farahi and Iranian commercial attaché Hashim Atharzade.
Meanwhile, in a similar raid in Abbotabad, Police has arrested and registered cases of kidnapping for ransom against three members of the TTP.

Kabul (BNA) The US ambassador to Afghanistan asked the neighbors of Afghanistan not to support terrorism.
The ambassador who went to Nangarhar to meet the local authorities there said that support to terrorism would harm the Afghan neighbors. 
He added that “outside circles at the neighborhood of Afghanistan should not support the extremist groupings, the Taliban and the Haqani network; as such a support undoubtedly will harm themselves.”  “Apparently this US diplomat points to the Pakistan, the country that time and again has been accused by the international community for its continued support towards extremists. 
He also accused the neighbors for their misunderstanding of the provision of strategic cooperation agreement between Afghanistan and the US and asked them so they should precisely study the agreement and then can show reaction. 
The ambassador did not name any country in his discussion, however, lately the Iranian ambassador in Kabul while showing reaction towards the strategic cooperation agreement asked the Afghan authorities including the chief of the Afghan Senate not to adopt that agreement as on his view the long-term presence of the West harms Afghanistan and the region. 
The ambassador in an unprecedented manner warned that those who through supporting terrorism want to continue destruction of Afghanistan, should know that the US in the struggle against others interventions in Afghanistan will be on the side of the Afghans. 
The US ambassador attributed signing of the strategic cooperation agreement between Afghanistan and the US for supporting reconstruction and stability of Afghanistan till 2024 and said that this period can extend on the basis of the will of Afghans. 
Recalling the years of former Soviet aggression to Afghanistan and the domestic wars in Afghanistan he said that the US does not want to leave Afghanistan alone any more so that once again with the support of the outside circles the terrorism and extremism invade this country.

Washington (BNA) President Barakck Obama said that he welcomes Afghanistan’s transition to a new phase of security leadership that will see Afghan forces responsible for most of the country’s security. 
In a statement issued by the White House, Obama called the transition announced earlier Sunday by Afghan president Hamid Karzai “an important step forward” for the US in its efforts to achieve its objectives in Afghanistan. 
In the third phase of a five tranche military transition process to bring NATO closer to getting out of the Afghan war, 122 more districts throughout Afghanistan will come under local command, AFP reported putting Afghan forces in control of security for 75 percent of the population. 
Government officials said the handover’s third phase would start immediately and could take as little as six months, although according to NATO’s International Security Assistance Force, complete transition in an area can take 12-18 months. 
NATO has a total of 130,000 soldiers helping the Karzai government fight an insurgency by hard line Taliban militants, and they are due to withdraw by the end of 2014 when the transition process is complete. 
Obama’s statement came as top Afghan peace negotiator Arsala Rahmani, a close adviser to Karzai, was gunned down in Kabul, and a day after two British NATO troops were killed by men in Afghan police uniforms. 
“The Afghan National Security Forces are strengthening their capacity as we remain on track to meet our goal of having the Afghan government fully responsible for security across the country by the end of 2014, “the statement said.  Earlier this month, Obama vested Afghanistan to sign a strategic agreement with Karzai that charts a 10 year relationship between Washington and Kabul after 2014. 
Obama plans to meet with Karzai and other world leaders next week at the NATO Summit in Chicago.

Kabul (BNA) The Wolesi Jirga on Monday failed to approve proposed amendments to the house internal procedures due to a lack of quorum. 
A bill seeking changes to Rule 11 of the procedures was presented before the house by the legislative commission’s head, Nazir Ahmad Hanafi, in the session. 
Under the rule, the speaker and administrative board members can be dismissed with a one third majority after an absolute decision of an authorized court. 
Grounds for their dismissal include “committing treason, crimes against humanity or an incurable disease that prevents the performance of duties.” 
Hanafi said the amended draft suggested the speaker’s impeachment and dismissal of house members with the approval of a one third majority. 
In addition to the aforementioned circumstances, he said, the speaker could be disqualified if he remained absent from house sessions for 20 days on the trot. 
But speaker Abdul Rauf Ibrahimi said the proposed changes were in contradiction with Articles 25, 27 and 106 of the Constitution. 
Article 25 says: “Innocent is the original state, an accused person is considered innocent until convicted by an authorized court.”  Article 27 states: “No act is considered a crime, unless determined by a law adopted prior to the date of the offense. 
No person can be detained but in accordance with provisions of law. “No person can be punished but in accordance with the decision of an authorized court and in conformity with the law adopted before the date of the offense.”
Ibrahimi said since the draft was in contradiction with the Constitution, it should be referred to the Independent Commission for Overseeing the Implementation of Constitution (ICOIC).

Kabul (BNA) President Hamid Karzai strongly condemned the terrorist attack in Faryab province which resulted in martyrdom of a number of innocent countrymen. 
According to the Faryab governor the enemies of the people had placed a bomb in a bicycle stand which exploded through a remote control killing Amanullah Shahabzai member of the provincial council including another 7 civilians and wounding 8 others. 
Condemning this terrorist attack president Karzai said that the enemies of the people is now resorting to such inhuman, anti-Islamic acts and want that to disrupt security in mostly secure areas and shed the blood of the innocent people. 
He added that the enemies by resorting such inhuman acts will not only attain their vicious objectives, but they will face the severe punishment of Almighty Allah and hatred of the people of Afghanistan. 
He conveyed his deep sympathies to the bereaved families and wished immediate recovery for the wounded of this attack.

Paktia (BNA) The Afghan military forces have launched operation for cleaning Aryoob Jaji district from presence of Taliban in Paktia province today. 
This military operation started with cooperation of NATO air forces this afternoon and will continue till complete destroying of Taliban hideouts. 
The operation started when a group of Taliban attacked on caravan of Afghan forces in the vicinities of Aryoob Jaji district. 
Azad Khan governor of Aryoob jaji district said to BNA, still huge number of Armed Taliban were killed and one of them has been arrested with his hand arm.  
Azad Khan said that armed Taliban were siege by Afghan forces in their hideouts. 
The Afghan and NATO forces had no casualties in this operation, he said. 
Governor of Aryoob Jaji said, this operation will continue till cleaning of the areas from presence of Taliban.

Logar (BNA) Five armed Taliban rebels who wanted to target NATO base in Logar province, were killed by their own rockets. 
According to reports, this event occurred in Shaikh Ferdous area, Baraki-Barak district when Taliban wanted to make ready several rockets to target NATO base in this district. 
Raez Khan police chief of Logar said to BNA, in this blast another armed Talib has been wounded. 
The residents of the areas had no causalities in this even. 
According to another report, five persons were detained on charges of cooperation with Taliban in Logar province. 
It is said that these militias have been arrested in military operation of Afghan and NATO forces from three residential houses in Daudkhail area. 
The police chief of Logar confirmed arresting of these militias, but Jawed a resident of this area said to BNA, the  Afghan and NATO  forces arrested Mullah Asadullah with two of his sons who has no link with Taliban.
